The Opportunity:
The AlohaCare’s External Affairs team strives to use its expertise in public policy, public relations and community giving to strengthen AlohaCare’s service to Hawaii’s communities. As Hawaii’s only safety net health plan, we act upon opportunities to better serve Hawaii’s Medicaid and dual eligible Medicaid/Medicare beneficiaries, and the communities in where they live, in partnership with the Hawaii Medicaid program and stakeholders who share our mission. Primary Duties, Responsibilities and Competencies:
Collaboration and Continuous Improvement
- Collaborate with external and internal partners to meet organizational goals
- Contribute to continuous improvement of deliverables and processes
- Demonstrate excellent customer service skills ensuring internal and external relations are conducted with a pleasant and friendly attitude and responds in a timely manner
- Assist with strategy implementation, coordination, and planning for all External Affairs functions
- Build and maintain long-term, productive organizational relationships through collaboration and partnership that support strategic objectives
Strategy and Project Management
- Contributes to the development and implementation of External Affairs strategies.
- Stays updated on trends to ensure AlohaCare incorporates best practices.
- Serves as a coordinator and liaison between the External Affairs and AlohaCare departments and external partners working in collaboration with teams to facilitate timely, high-quality deliverables.
- Collaborates with leadership to plan, direct and implement strategies in support of key projects and initiatives.
- Supports membership growth and retention by increasing AlohaCare’s brand awareness in the community.
- Coordinates both internal and external partners, including facilitating collaboration, creating and tracking work plans, timetables, deliverables, scheduling of meetings, maintaining meeting notes and documents, follow upon on assigned tasks, drafting presentations.
- Coordinates company logo items including soliciting and accepting internal feedback, tracking expenditures and budget, identification of swag, ordering and inventory maintenance.
- Perform research and analysis and provide recommendations regarding public policy, regulations and private or community initiatives and trends.
- Effectively communicate with a wide range of internal and external audiences including, government agencies, legislators, community leaders and advocates, members, providers, employees and media for a variety of formal and informal forums including public hearings, small and large group presentations, and correspondence
- Represent AlohaCare appropriately in external settings such as including legislative hearings, conferences, advocacy coalitions, and collaborative projects
- Support department budgetary and financial processes in compliance with company policies and procedures
Administrative Support
- Coordinates External Affairs administrative functions including updating and implementing policies and procedures, standard operating procedures, workflows, and related employee training.
- Function as primary support staff for internal work groups and committees.
- Track expenses for the External Affairs Department to ensure alignment with annual budget.
- Prepare letters, memos, and reports for External Affairs leadership, including slide presentations, charts, and graphs.
- Manage vendors to ensure the timely delivery of quality goods and services within budget targets, including the negotiation of contractual terms.
- Other duties as assigned.
Other
- Responsible for maintaining AlohaCare’s confidential information in accordance with AlohaCare policies, and state and federal laws, rules, and regulations regarding confidentiality. Employees have access to AlohaCare data based on the data classification assigned to this job title.
- Comply with all applicable State and Federal rules, regulations, policies, and procedures relating to marketing, communication and advertising materials and activities.
Required Competencies and Qualifications
- Bachelor’s degree or equivalent combination of education and experience
- At least 2 years of nonprofit, health, philanthropy, public relations, and/or public policy experience
- Prior administrative support experience
- Solutions oriented, collaborative, positive, energetic contributor, and self-motivated leader
- Effective team player with members of various skill and expertise
- Strong written, oral, and interpersonal communication skills
- Strong organizational skills, ability to meet tight deadlines and manage multiple priorities

- Valid driver’s license and access to an insured vehicle or other transportation for off-site activities

Preferred Competencies and Qualifications
- Website, social media, media, events and/or communications experience
- Relationship building experience
- Managed Care experience
- Knowledge of Medicaid and Medicare programs
- Photography, videography or graphic artist skills
- Prior experience representing an organization(s) in public forums
Mental, Physical and Environmental Demands
- Sedentary Work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Salary Range: $62,000 - $70,000 annually
